Selectmen’s Meeting
June 15, 2021
Present: Amanda Brochu, Brandi Farnsworth, Jeff Lecander, Jed Whiting, Steve St. Jean
Attending: Rachel Williams, Tina O’Donnell, Tom Bufalino, Chris Gregor, Jeff Brickley, Peter Farnsworth, Kirk Williams, Sprague Wise
Steve started the meeting at 6:00pm and welcomed those in attendance.
Jeff made a motion to accept the minutes as written form the June 1, 2021 meeting, Steve 2nd the motion , Amanda, Brandi, Jeff, Jed, & Steve in favor.
Steve made a motion to accept the changes to the personnel Policy as follows: Employees shall receive 5 days of sick leave per year. The amount of time will be based on the average hours worked per week per employee. Any unused sick leave will not carry over to the next calendar year. Jed 2nd the motion, Amanda, Brandi, Jeff, Jed, & Steve in Favor.
Tom Bufalino with Christine Gregor came into apply for a liquor license for the Stratton Plaza. Being new owners, it needs to be posted for the public hearing. Will be put on the agenda for the next meeting.
Beverly Knapp FSFCU is still looking for a property to use for the bank. Peter will investigate selling the Water department rental house. Maine drinking water purchased for well head protection. Could investigate other options. The Town does not want to lose our bank in town.
All Family Fun Days Billing and accounting will be done through the town office.
The Town of Temple has bought our 1994 Wilson Fire Truck for $25,000. The Town will receive a TIF From the County Commissioners Office for 35,437.50 Send Email to Vickie to receive the TIF. Jeff Lecander 2nd the motion to purchase a 2006 Rosenbauer Rescue Pumper for 57,765.00 after the payment for Wilson Truck, and TIF.
Jeff Jorgensen gave his two weeks’ notice we will need to hire at Transfer Station attendant. Rachel will put an ad in the papers and get it advertised that we are hiring.
The Comprehensive plan needs to be renewed. The town will put together a committee to get working on this. As of now we have Peter Farnsworth, Steve St. Jean, Sue Fotter, Rachel Will reach out to others and get us to 7 people for the committee.

Selectmen’s Meeting
June 1, 2021

Steve opened the meeting @ 6pm and welcomed those in attendance.
Brandi made a motion to accept the minutes from the selectmen’s meeting on May 18, 2021, Jed 2nd Amanda, Brandi, Jeff, Jed, & Steve in favor.
Edie Dunlap came in for an update on the ATV club and what trail s have now been closed to the ATV’s. She also spoke about the grants they have received, and all the trail work they have done.
The school has requested a new sign for the boat launch. The sign will read: Parking allowed when school is not in session. Violators will be towed at owner’s expense. Peter will contact CMP about using part of the land the own for additional parking. If not, there will be discussion about moving forward to appraise the property located at 53 School street to determine the cost of purchasing for purposes of parking and town use.
All little league concerns or complaints should be directed to the Commissioner of Cal Ripken Brian Demshaw. All money concerns should be directed to the Selectmen.
Sue Fotter will no longer be putting up and taking down the American flags that run from Stratton to Eustis. The Town will take over the job. We can ask CMP if the can help assist with flag/banner placement. If not rent a man lift to complete the job.
Tina is still working on getting internet to the Community Building from Spectrum as a Municipal Building. If we are unable to do so, we will speak with Neil from the Lions club about sharing the cost of the internet.
Our Attorney went over the Personnel Policy and advised us to make a correction to the Sick leave portion. Employees shall receive 5 days of sick leave per year. Franklin Community Health Network will have a mobile Vaccine Clinic in the Community Building parking lot the day of Family Fun days June 26, 2021
Sprague is looking into purchasing a 2006 Rosenbauer Spartan 4×4 rescue Pumper. The asking price is 112,500, we should receive 30% TIF, and possibly have a buyer for our Wilson Fire engine. Steve would like more finalized numbers to have to go to a vote.

Steve opened the meting @ 6pm and welcomed those in attendance.
Jed made a motion to accept the minutes from the meeting May 4, 2021 Brandi 2nd the motion Steve, Brandi, Jeff, Amanda, and Jed all in favor.
The Selectmen signed all appointments for the year.
Heather Target has requested to use the Community Building parking lot to park her PT Vehicle and see clients. Steve Made a motion to allow Heather to use the Community Building Parking lot for PT, Jed 2nd the Motion, Steve, Brandi, Jeff, Amanda, and Jed all in favor.
Kirk gave the Selectmen the quotes from Fine Line Paving. Steve made a motion to hire Fine Line Paving to pave Dead River Road and Porter Nadeau Road Brandi 2nd Steve, Brandi, Jeff, Amanda, & Jed in favor.
Rachel will email the Town Lawyer to make sure the way we have our personnel policy written covers us with the new Earned Paid Leave. Bring back to the next meeting.
The school has a complaint about people parking in the school parking lot and camping overnight while using the boat launch. There is a sign posted about parking now, but we will confirm if the parking lot can be used in the summer months while not in session by the school and will get back at the next meeting about what to do about the signage.
There was an issue between there little league coach Aj Beaulier and Barry London Jed contacted the commissioner of Cal Ripkin Little league and is waiting on a return call back. This complaint or issue may need to be filed with them and not a town issue. We will talk about this again at the next meeting.
Sherri Thompson is requesting the Selectmen to sign off on adding more outside seating. All selectmen signed the paper for Sherri to turn into the Liquor inspector.
Price change from C-Prompt for the next year was increasing but if we paid before we could keep the lower price for one more year, so we did as it was already in our budget for the year just paid it early.
We are looking into getting spectrum to also grant us internet for the community building.
The Select board if they could move the meetings back to the Town Office now that covid occupancy limits will be lifted by the next meeting the library will resume normal hours and occupancy but Wendy can require masks to enter the Town Office.
To cover the cost of the Bicentennial Flags the Selectmen will appropriate $800 form surplus to the Christmas decorations account to cove the cost of the bicentennial banners.
Brandi made a motion to appropriate $800 from surplus to the Christmas Decorations fund to cover the cost of the Bicentennial Banners, Jed 2nd and Steve, Brandi, Jeff, Amanda, and Jed in favor.
